Gopher tortoise permit..?

ok well i live in fl with a big big back yard a few acres and i love animals i breed and own amphibians reptiles scorpions and tarantulas for over 10 years and i heard that u can make a gopher tortoise reserve if your property is untouched is that possible..? and if so how do u get gophers on your perperty..? any any other details i need for doing so ..? thank you so much =P
