How to write a synopsis?

I write fiction novels, but sometimes I get confused when the publication company's procedure tells you to either send a synopsis or a brief synopsis. What's the different between the two, and how do you know if your synopsis is too long or too short? Also, are query letters and proposals the same, even though query means to ask?
