Are u crazy about the iphone?

i heard AT&T has some kind of contract.so,can i get the iphone 4G at $199 without AT&T sim card or service(of course when it's in stores).how much will it take to buy an iphone so that i could use any other telecommunication company i like.can you use inter national sim cards(if you are a traveller).thanx.
