Can anyone tell me what this means?

Sounds like the page is going to be a dynamic page and he wants to update the meta tags with the content of the page when it changes by using a database to make the task more automated... not smart..besides the only search engine you should focus on is Google..and you don't *need* meta tags as it crawls the actual text on the page and does a good job of figuring out what the page is about. I would just leave the meta tags static and not go with the database as search engines aren't going to be able to read it.
